Power and Wealth
Chapter 1902 – Time to attract investment
Evening.
Around 9 PM.
The car drove out of the neighborhood, cruising under the night sky.
Dong Xuebing casually turned on the car’s radio, flipped through a few channels, and heard Li Zongsheng’s “Loneliness is Unbearable.” The music was beautiful, and Dong Xuebing liked this song, so he started singing along loudly, with the windows open, in a very carefree manner.
“Loneliness is unbearable.”
“Oh, I’m lonely and can’t stand it.”
Dong Xuebing sang along, and his mind involuntarily conjured images of two red, sensual lips and a smooth, pink tongue. His heart fluttered again, the excitement that had yet to subside. At her age, many parts of her no longer had the elasticity of younger girls—like her skin, which wasn’t as smooth anymore, her chest, which wasn’t as firm, and his hips, which weren’t as tight. The wrinkles on her face were also noticeable without makeup. But there was one thing that hadn’t changed: Fang Wenping’s lips—full, thick, and incredibly sexy, even more so than the lips of younger women. Dong Xuebing was very fond of Fang Wenping’s lips and her thick tongue, and when he finally got his wish and enjoyed himself, his mood was beyond measure. The song only got louder as he sang.
Since his arrival in Jiaolin County, this was the first time he felt so good.
The road was busy.
Dong Xuebing drove slowly, not in a hurry at all.
Many cars passed him, some with their windows down, all hearing Dong Xuebing’s loud singing. One by one, they gave him strange looks.
Who is this?
He must be drunk.
Dong Xuebing ignored them, continuing to sing joyfully. After all, no one here knew him, so he felt free to sing as he pleased. Dong Xuebing always believed that people needed an outlet. Sometimes, when you feel like doing something, you have to do it. You can’t always hold back; life would be exhausting if you did. Dong Xuebing often lived this way—somewhat carefree but very concerned about his reputation. He balanced it, not too tight, not too loose.
He got home at midnight.
He had driven slowly, so he was later than usual, but he didn’t mind, as he had nothing urgent to do these days. He casually went to the bathroom on the second floor and took a hot shower. He flopped down on his soft bed after drying his hair with a towel.
Ah, so comfortable.
He closed his eyes briefly, and his mind slowly calmed down. He stopped thinking about Fang Wenping’s seductive lips.
Sigh. This time, he had thoroughly taken advantage of the situation with Old Fang. He wasn’t sure if she would let him visit again next time, but he decided not to think about it. Whatever would happen would happen. From her reaction, she probably wasn’t furious; otherwise, he wouldn’t have been able to leave her place unharmed.
He thought about work instead, needing to return to the right mindset.
Dong Xuebing flipped over, lit a cigarette, and his expression turned serious. It had been many days since he took office, and while he had handled many problems, he couldn’t say there were any real achievements. He mainly had been putting out fires or losing his temper. The political situation and internal conflicts in Jiaolin County had stabilized, which was a good first step. But what came next? Dong Xuebing hadn’t figured it out yet. He hadn’t expected so many issues to arise after taking office, and by accident, he had managed to suppress the old factions in the county. He had planned to balance the internal conflicts for at least two or three months, but it happened much faster than expected. This meant many of his later plans needed to be pushed forward.
His primary purpose in coming to Jiaolin County was straightforward—he aimed for the position of Deputy Division Chief.
According to descriptions in future newspapers, the excavation and discovery of the ancient tomb would take at least a few more months; it would not happen in the short term. Dong Xuebing knew he couldn’t just sit and wait during these months. He needed to achieve something significant to demonstrate his governance and work capabilities. It had to be an accomplishment that left everyone speechless, proving his leadership skills. Otherwise, when the tomb was discovered and the issue of elevating Jiaolin County to a prefecture-level city moved forward, Dong Xuebing might be passive.
Why?
Because of his credentials.
In the past, before Dong Xuebing came to Jiaolin County, it was Zhang Dongfang who took over for the old Party Secretary Li Guian, who had been involved in a scandal related to the new County Committee building project. Zhang Dongfang became the County Party Secretary, and later, when Jiaolin was promoted to a prefecture-level city, he became the city’s Party Secretary. Although Zhang was also relatively new to his position, he had worked in the county for many years and had been the county governor for a long time. His experience and age made him highly qualified for the role. But Dong Xuebing was different. He had just arrived, and with the discovery of the tomb months away, he would have been in office for just a few months. For such a young, relatively inexperienced county Party Secretary, the promotion of Jiaolin to a prefecture-level city wasn’t guaranteed to work in his favor. If things went wrong, higher-ups might transfer him to another position or delay the promotion of Jiaolin. In that case, Dong Xuebing would have no one to turn to for help. He could only rely on his achievements. If he could deliver solid results and prove his administrative abilities, once the tomb was confirmed and the promotion to a city was officially on the table, the position of Party Secretary of the new Jiaolin City would be his. Even if the higher-ups wanted to replace him, they would have no reason to do so, and Dong Xuebing would be secure in his position without any need for further explanation.
So, he needed to focus on his work in the short term.
How could he focus on achieving results, and where should he start?
Lying in bed and thinking for a while, Dong Xuebing smoked several cigarettes. His eyes sharpened, and he had made up his mind—he would stick to what he knew best.
Investment.
This was the fastest way to generate results and the most direct one, too.
Moreover, he couldn’t come to Jiaolin County without leaving something behind for the people. Investment attraction was different from selling land. While selling land quickly brought in a lot of money, it was a one-time deal. Once the land was sold, it was gone. However, investment attraction was a long-term, sustainable way to benefit the people.
Dong Xuebing had been working in government for many years, and he had been involved in investment promotion or departments dealing with it for a long time. He was very familiar with this and felt confident in his abilities. However, he didn’t want to stick to the old methods this time. They were a bit outdated. He planned to learn from other counties and cities and implement a more complex investment plan.
For example, the Investment and Cultural Festival.
Culture is the stage, the economy is the show.
